After reading the bill text I understand why Macedo couldn't make the connection. The bureaucratese is barely penetrable. This may be typical but it doesn't make the implications easy to dig out.

Cannot imagine what the female inmates locked in cages with these monsters endure--once more without right to consent. It's literal rape. However, if a man who calls himself a "woman" is denied access to his state-subsidized "bimbo juice" or neo-vag installation, Stangio and Co. are at the ready, loading up the ACLU wokemobile and burning rubber to defend him, as that man's 1st Amendment Rights™️ have been violated. Every "Sophie", or "Lillith" or "Zoe" in the American prison system has the ACLU on speed dial but the women are muted.
